UFAIR is led by an Executive Director and governed by a public board appointed to represent the interests of the State of Utah and the community it serves. Together, they provide strategic direction, financial oversight, and policy guidance to ensure the Fairpark and Power District revitalization aligns with UFAIR’s mission of sustainable growth, environmental restoration, and community benefit.

Within the red space is the area governed by UFAIR, encompassing the Power District, the Fair Park, the Jordan River corridor, and surrounding properties. Together, these areas form the core of UFAIR’s revitalization and investment efforts, focused on creating a vibrant, sustainable, and connected community for residents, businesses, and visitors.

Strategic Tools

Tools for Smart Growth and Lasting Impact

UFAIR is empowered by state law with a range of strategic tools that guide responsible growth and reinvestment across the District.

These mechanisms allow the District to fund essential public infrastructure, promote economic development, and ensure that progress benefits the community, the city, and the environment alike.

Tax Increment Financing (TIF)

Growth in property taxes generated by new development is reinvested directly into public infrastructure and improvements within the District.

Public Infrastructure Districts (PIDs)

UFAIR sponsored PIDs finance, construct, and maintain public improvements—such as roads, utilities, and trails—to support sustainable district growth.

Bonding Authority

UFAIR may issue bonds directly or support Public Infrastructure Districts (PIDs) in issuing bonds to fund public improvements within the District.

Taxing Authority

UFAIR may levy additional sales or accommodation taxes—such as on short-term rentals and hotels within the project area—to generate funding for infrastructure and community improvements.

Public Safety Services

UFAIR may provide or coordinate public safety services within the District to support a safe, welcoming environment for residents, visitors, and businesses.

Larry H. Miller Company and Larry H. Miller Real Estate:

UFAIR is partnering with the Larry H. Miller Company and Larry H. Miller Real Estate on its Power District development, helping catalyze new energy on Salt Lake City’s west side. UFAIR provides the governing framework and public-sector coordination needed to guide infrastructure investment and long-term district planning, while the Power District brings major private investment, development expertise, and a shared vision for attracting Major League Baseball to Utah. Together, this partnership is revitalizing the Fairpark and Jordan River corridor — enhancing public infrastructure, restoring natural resources, and creating a vibrant, connected destination for the community.
